PROGRAM DESCRIPTION

The National Transformation Vision Realization Program develops government effectiveness, establish the necessary infrastructure to realize Vision 2030 and support its objectives by driving flexibility in government and increasing coordination, joint work and planning. The program will identify shared objectives for public entities, based on national priorities, transferring expertise between public agencies, and involving the private and non-profit sector in the process of identifying challenges and innovating solutions. It will also look at funding and implementation methods, and contribute to follow-up and performance assessment for involved entities.

OBJECTIVES

2020 COMMITMENTS

The program is committed to achieving a number of targets by the end of 2020 covering various aspects of health care challenges:
 
  •  Ensure access to health services increases from 78% in 2016 to 88% of the population, including rural areas (e.g. communities less than 2000, more than 30 km away or 30 minutes away from the nearest health service)
  •  Increase the proportion of requests for referral counseling - examinations of patients by the specialist consultant - taking place within four weeks of the request being made from 36% in 2016 to 55%
  •  Increase the proportion of patients receiving emergency or urgent medical care from the point of entering the emergency gate to exit within 4 hours from 36% in 2016 to 54%
 
The program is committed to achieving a number of targets by the end of 2020 covering various aspects of challenges related to improving living standards and safety:
 
  •  Improve the quality of transportation networks in the Kingdom's 5 major cities. One of its main objectives is to reduce the average daily commute from 77.4 minutes to 67 minutes
  •  Expand operation of public transport in the city of Riyadh, and the implementation of public transport projects in three cities (Makkah, Madinah, Jeddah) in partnership with the private sector
  •  Increase the efficiency of public utilities in the 5 major cities. One of its main objectives is to complete the linking of spatial information to public utility networks by 100%

The program is committed to achieving a number of targets by the end of 2020 covering various aspects of the challenges related to the promotion of social responsibility and the development of the non-profit sector:
 
  •  By 2020, 72,000 beneficiaries will benefit from empowerment programs, which will enhance the role of the system of work and social development through specific and clear plans commensurate with the capacities and skills of the beneficiary segments. This means saving an annual amount of SR 1,728,000,000
The program is committed to achieving a number of targets by the end of 2020 covering various aspects of the challenges related to the public sector:
 
  •  Enabling government agencies to manage their human resources through a flexible and comprehensive system and regulations
  •  Raising the level of maturity in the application of human resources management in ministries by 40%
  •  Implementing an integrated and comprehensive technical system for all government human resources services
  •  Raising the quality of training through the implementation of the national framework for the evaluation and accreditation of training centers

The program is committed to achieving a number of targets by the end of 2020 covering various aspects of labor market challenges:
 
  • Empowering Saudi women to raise their economic participation rate (Saudi women over the age of 15) by 17% to 25%
  • Raising the share of women in the labor market (from the labor force) from 21.2% to 24%

The program is committed to achieving a number of targets by the end of 2020 covering various aspects of challenges related to the private sector:
 
  •  Increase proximity to the best performing country in the World Bank's Distance to Frontier report from 62.55% to 79%
  •  Increase the proportion of procedural and regulatory reforms implemented to improve the business environment from 42% to 90%
  •  Increase the satisfaction of domestic and foreign investors with respect to the services provided
