Launch of the Human Capability Development Program

The Human Capability Development Program (HCDP) is a Vision Realization Program launched by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Deputy Prime Minister. With 89 initiatives and 16 strategic objectives, the HCDP is a national strategy aimed at empowering Saudi citizens’ ambitions and equipping them with capabilities to compete locally and globally. 

The HCDP's strategy is built on three pillars: developing a resilient and strong educational base, preparing for the future labor market, and providing lifelong learning opportunities. The program includes expanding kindergartens, career guidance and counseling, upskilling and reskilling programs to increase employability rates, while fostering entrepreneurship and innovation.

From aligning educational outcomes with the future demands of the labor market, to localizing high-skilled jobs through reskilling and training citizens, HCDP’s initiatives elevate creative thinking, data analysis, technical skills, emotional and social skills among the Saudi workforce.

The HCDP's vision is to instill the values of moderation, tolerance, determination, perseverance, discipline, and mastery to establish a healthy and resilient work culture, which will enhance the Kingdom’s human capabilities and global competitiveness. Saudi Arabia is an ambitious nation with aspirational goals on human development, including increasing kindergarten enrollment from 23% to 90% and securing two Saudi universities in the top 100 universities in the world by 2030.
